## Where Winnipeg asks for a certified translation

- Winnipeg is the capital of Manitoba. When a document is not in English or French, these are the offices that most often ask for a translation:

- IRCC, for permanent residence, Express Entry, study and work permits and citizenship, by online application, and the Manitoba Provincial Nominee Program (MPNP)
- The marriage licence issuers registered with the Manitoba Vital Statistics Branch, for the marriage licence
- Manitoba Public Insurance (MPI), for driver’s licences, ID cards and the exchange of a foreign driver’s licence
- The Vital Statistics Branch, on Portage Avenue, for Manitoba birth, marriage and death certificates
- The Law Courts on York Avenue, the University of Manitoba, the University of Winnipeg and the Université de Saint-Boniface, banks, employers and landlords

## IRCC, and the offices in Winnipeg with rules of their own

- For IRCC, a translation by a translator who is not certified in Canada is accepted when it comes with the translator’s affidavit, sworn before a notary public outside Canada, and a certified copy of the original. That is our IRCC translation.
- For the marriage licence, any document used must be in English or French, or translated into one of them, and an adult name change asks for a translation by a certified translator. Manitoba Public Insurance (MPI), which issues driver’s licences and ID cards, is stricter. It asks for a translation by a certified translator or a certified translation agency, such as a member of ATIM; a translation by a translator without certification must be notarized by a Notary Public or Commissioner for Oaths of Manitoba, and a notary from outside Manitoba is not accepted. The Manitoba Provincial Nominee Program (MPNP) is more open: it accepts a translation with the translator’s affidavit and a notarized copy of the original.
- Our affidavit is sworn before a notary in Florida, so for MPI it may not be enough. Check with MPI, or with the office that will receive your document, before you order: Roxo is not a member of ATIM.

## Brazilians and Spanish speakers in Winnipeg

- Winnipeg had 749,607 people in the 2021 census, and 201,040 of them, 27.3%, were immigrants; the Philippines is by far the first country of birth, with 62,105 people. 1,555 residents were born in Brazil, most of them arrived after 2016, and 7,715 people speak Spanish and 6,165 Portuguese. Brazil and Mexico have honorary consuls in Manitoba.
- For a Canadian document going to Brazil, such as a birth or marriage certificate to be registered at a Brazilian registry office, the translation must be the Brazilian sworn translation (tradução juramentada), done by a sworn translator in Brazil. We provide that too.

## Did you know? Winnipeg

- Tagalog, the language of the Philippines, is Winnipeg’s other language: 6.1% of the city’s residents speak it, more than any language other than English and French. Across Manitoba, more people have Tagalog as their mother tongue than French.
- The Université de Saint-Boniface, in Winnipeg’s French-speaking quarter across the Red River, was founded in 1818. It is the oldest post-secondary institution in Western Canada and the French-language university of Manitoba.
